Rather than just submitting summary information on crashes, the legislation would require automakers to provide an accident report or other documentation that first alerted it to any fatality. NHTSA would then be forced to make those documents public unless there is a privacy or competitive reason not to do so. The bill would also require NHTSA to consider EWR data when investigating safety defects and upgrade its online databases to make them easier to search all at once. GM has linked 12 deaths and 31 crashes to the defective ignition switches. Gloria Bergquist, vice president of communications for the Alliance of Automobile Manufacturers in Washington, said it’s worth noting that since the EWR system was created there have been more than 5,500 recalls and it’s too early to tell if the current one warrants changing industrywide rules. “Multiple investigations are ongoing and no hearings have been held,” she said. “While we will review the proposed bill, it seems premature to assume there are systemic problems, much less to identify specific legislative fixes, before investigations are complete and the data necessary for thoughtful decision-making are gathered.” Meanwhile, in his letter to Holder, Blumenthal argued that without the Justice Department’s active involvement, people who suffered “financial harm, physical injury and death … may have no meaningful remedy.” GM may be protected from claims on crashes before July 2009, when it was restructured — in a process guided by Treasury Department officials — in bankruptcy court.

Rapper and alleged drunk driver Rashad Owens of Texas has been charged with capital murder and is being held on $3 million bond; NBC News reports more charges are expected. Tatum, 18, had been outside an Austin club with his girlfriend, Curtisha Davis, when the pair were struck by the speeding car, which careened through a police barricade. Davis suffered broken bones and a neck injury but was released from the hospital within days. Police say a car driven by Caleb Kelly of Atlantic was southbound on Chestnut when the driver suffered an unspecified medical issue, causing him to jerk the vehicle to the right. The vehicle then struck a utility pole guide wire and rolled onto its left side before coming to rest on its top. Kelly was taken to Cass County Memorial Hospital in Atlantic with minor injuries. The accident occurred shortly after 2:15 p.m. Two injuries were reported in the second accident occurring shortly before 7:30 Thursday morning. Authorities say a vehicle driven by Jason Jordahl of Atlantic was northbound on U.S. Highway 71 and approaching the intersection with 22nd Street when it slowed for a vehicle stopped and waiting to make a left turn onto 22nd. Jordahl’s vehicle was then rear-ended by a vehicle driven by Chelsea Adams of Atlantic that was unable to stop.

Fourth death in US festival crash
A fourth person has died of injuries suffered earlier in March when a suspected drunken driver drove into a crowd at the South by Southwest festival. DeAndre “Dre” Tatum, 18, died from the injuries he sustained after being run over when a driver who was fleeing police crashed through a barrier and into a street crowded with festival attendees on March 13. The Austin Police Department confirmed Tatum’s death via Twitter and with a brief, subsequent statement, but spokeswoman Veneza Bremner said no further information would be provided. Tatum was in a crowd outside an Austin club at the time of the crash. He was the last of the victims who had remained in critical condition at University Medical Center Brackenridge. Steven Craenmehr, 35, of the Netherlands, and Jamie West, 27, were killed at the scene. Sandy Le, 26, died of her injuries on March 17. More than 20 others were injured. Police have identified the driver of the vehicle as 21-year-old Rashad Owens. He is charged with capital murder and aggravated assault with a motor vehicle, and prosecutors are expected to seek additional charges against him from a grand jury. He’s accused of driving drunk and fleeing from police, then intentionally steering into the festival crowd and accelerating.
